    Common Council Meeting Minutes
    October 12, 2010
    Approved
     
    Mayor Knuth called the meeting to order at 7:00 p.m.
     
    Roll Call: Myhre, Mendum, Krueger, Helgerson and Kennedy. Also present were, Justin Sornsin, Administrator/Clerk-Treasurer, and Attorney William Jefferson.
     
    Pledge of Allegiance
     
    Krueger/Helgerson to approve minutes from 9/21/2010. Carried. Unanimous.
     
    COUNCIL COMMITTEE REPORTS
    Finance - Nothing to report.
    Street -Krueger - preparing for winter season, sand hauled for winter maintenance, ready for winter.
    Ordinance - Helgerson- checking on residential lawn maintenance / mowing, flower bed work at Hawkhunters complete.
    Park and Recreation - Nothing to report.
    Long Range Planning - Nothing to report.
    Police Report - Included in packet from Officer Krueger.

    Mayor's Comments: Mayor Knuth read the Proclamation celebrating 100 years of the Elroy Women's Club and the Resolution declaring November as Pancreatic Cancer Awareness Month.
     
    Public Comments: Tami Andries thanked the Council for the Pancreatic Cancer resolution and spoke about the history of pancreatic cancer and the need to raise awareness for the disease. Larry Rhodes explained that an unimproved road (Elroy St.) caused damage to his personal vehicle on 10/5/10 and asked for financial restitution for the damage. Sornsin instructed by Council to contact insurance company to determine liability.
     
    Kennedy/Krueger to instruct Attorney Bill Jefferson to contact Charlie Mohns, owner of 205 Spring St. re: condition of home and need for building inspection for habitability. City advised by Jefferson to encourage Mohns and/or his POA to seek private inspection to alleviate liability / demolition costs by City. Jefferson advised City to enter into agreement with Mohns re: costs of potential demolition of building if found uninhabitable will be incurred by Mohns, not City. Agreement needed prior scheduling of inspection. All ayes. Motion carried.
     
    Kennedy/Helgerson to begin charging residents desiring a recycling bin a $9.00 (or the purchase price) fee to purchase a recycling bin vs. providing bins free of charge and absorbing replacement costs for missing or broken bins. All ayes. Motion carried.
     
    Myhre/Mendum to continue with negotiating the sale of City property adjacent to Tilmar Avenue with interested parties on the "Option 2" property boundary (including the delineated wetlands) proposed by MSA. Final sale will be subject to Council approval. All ayes. Motion carried.
     
    Kennedy/Mendum to authorize Sornsin and Jefferson to negotiate the sale of City property on 80/82 South of the Valley Inn with interested parties - taking into consideration the aesthetics of proposed buildings, "entrance to town" and use of surrounding properties. Final sale will be subject to Council approval. All ayes. Motion carried.
     
    Kennedy/Helgerson to amend FY10 streets budget as proposed in memo (attached) to provide funds to replace aging street sanders. All ayes. Motion carried.
     
    Myhre/Krueger to approve Ordinance #384 to change Parking Fees. All ayes. Motion carried.
     
    Myhre/Krueger to approve Ordinance # 385 to change Alternate Side Parking Fees. All ayes. Motion carried.
     
     
     
    Myhre/Mendum to approve Agent Change on Liquor License for Kwik Trip - Mary Brooks. All ayes. Motion carried.
     
    Myhre/Helgerson to approve Operator's License for Angela Nelson. All ayes. Motion carried
     
    Myhre/Helgerson to approve expenditures. All ayes.. Motion carried.

    Mayor Knuth called the meeting to order at 6:30 p.m.
     
    Roll Call: Myhre, Mendum, Krueger, Helgerson and Kennedy. Also present were, Justin Sornsin, Administrator/Clerk-Treasurer, Attorney William Jefferson, Deputy Clerk Lynn Thorson, Deputy Carole Brown and Streets Superintendent Ed Gashi.
     
    Helgerson/Mendum to approve Resolution #902 for the Cashton Green Wind Project. All ayes. Motion carried.
