    Common Council Meeting Minutes
    September 21, 2010
    Approved
     
    Council President Kennedy called the meeting to order at 7:00 p.m.
     
    Roll Call: Myhre, Mendum, Krueger, Helgerson and Kennedy. Absent: Mayor Knuth. Also present were, Justin Sornsin, Administrator/Clerk-Treasurer, and Attorney William Jefferson.
     
    Pledge of Allegiance
     
    Myhre/Krueger to approve minutes from 08/9/2010, 8/10/10, 8/30/10 and 9/7/10. Carried. Unanimous.
     
    COUNCIL COMMITTEE REPORTS
    Finance - Kennedy
    Street - Ed Gashi, Streets Superintendent - preparing for winter season, planning road projects for FY11.
    Ordinance - Helgerson
    Park and Recreation - Kennedy - meeting held re: Schultz Park management, roles and responsibilities for all user groups defined.
    LongRange Planning - Have not met.
    Police Report - Nothing to report.
    City Administrator's Report:
    ·         Discussed refinanced GO Note beginning FY11($113,300 P & I payments to be levied)
    ·         Discussed temporary moratorium on RLF application acceptance due to inadequate servicing of previous loans and substantial program losses - will re-evaluate servicing requirements for each existing loan package and advise timeline for future acceptance
    ·         Presentation including FY11 payroll options, FY11-FY14 CIP / Infrastructure Schedule, and cost feasibility analysis given FY11 GF expenditures (3% levy cap, FT police chief position, etc.)
     
    Mayor's Comments: Success of the Apple Dumpling Day event, possibility of combining the Hill Country Challenge with the Elroy Lions Half Marathon, and commented on the Mayor's dedication of the playground equipment.
     
    Public Comments: Bob Retzlaff inquired re: the availability of Meeting Minutes on the Elroy website.
     
    2nd Mobile home park compliance inspection to be held on Thursday, October 14, 2010. Report will be performed by Joe Lally, Juneau County Health Department and .Joe Jackson, Elroy Building Inspector (General Engineering Company). Additional discussion was received from Bob Retzlaff, Joe McCluskey Jr. and Ricky Gardner.
     
    Helgerson/Myhre to confirm the Mayor's appointment Ryan Lipke to fill vacant position on the Fire and Ambulance Association.. All ayes. Motion carried.
     
    Myhre/Mendum to confirm the Mayor's appointment of Justin Sornsin as the representative to the Regional Center Court Commission as previously vacated by Adam Hammatt. All ayes. Motion carried.
     
    Mendum/Myhre to confirm the Mayor's appointment of Larry Krueger as the representative to the Utility Commission. All ayes. Motion carried.
     
     
    Helgerson/Krueger to adopt Ordinance #383 to ban smoking in a public place to coincide with state law with Krueger/Helgerson/Kennedy voting yes and Myhre/Mendum voting no.
     
    Helgerson/Krueger to introduce Ordinance #384 to change Parking Fees and Ordinance #385 to change Alternate. Side Parking Fees. All ayes. Motion carried.
     
    Mendum/Helgerson to approve a picnic license for the EVFD's Annual Fall Steak and Wings Feed October 9, 2010. All ayes. Motion carried.
     
    Mendum/Krueger to deny Operator's License to Tanya Kummer. All ayes. Motion carried
     
    Myhre/Helgerson to approve expenditures. All ayes.. Motion carried.
     
    Krueger/Helgerson to adjourn meeting at 8:15 p.m.
